本業務は、アジア太平洋地域の国々の取組強化に資するとともに、同地域の動向や先駆的な取組を国際社会へ発信し、国連における2030年以降の持続可能な開発に関する国際枠組の議論へのインプットを目指すため、アジア太平洋地域特有の観点からシナジー推進の優良事例や展開方策を「アジア太平洋シナジーレポート」としてとりまとめることを目的としたものである。昨年度(令和6年度)業務において策定された企画書に基づき、ESCAP、UNEP、ADB等の関係機関と調整しつつ、生物多様性や都市等の個別テーマ(チャプター)の検討、地域特有の課題抽出、及びシナジーアプローチ実施に向けた提言の策定に向け、事務局として各種とりまとめ作業を進めた。

2015年9月に採択された「持続可能な開発目標(SDGs)」を中核とする「持続可能な開発のための2030 アジェンダ」の達成に向け、わが国では首相を本部長、全閣僚を構成員とするSDGs推進本部の設置や「SDGs実施指針」の策定(令和5年12月改定)を通じて、経済・社会システムの転換を加速させてきた。特に改定指針では、気候変動や生物多様性の損失等の課題に対し、トレードオフを回避し相乗効果(シナジー)を最大化させる「統合的解決」が重要視されている。 環境省においては、環境側面からの諸課題の同時解決を目指し、ステークホルダー間の連携強化を図ってきた。また、第6回国連環境総会(UNEA6)で我が国が提案・採択された「シナジー促進決議」を受け、決議提案国として、各国の環境施策の統合的実施を主導してきた...
